Concerns Rise Over AI Use in German Political Communication Amid Transparency Calls

Artificial Intelligence (AI) is increasingly becoming a tool in German political communication, used notably for tasks such as text processing and speech writing. In Thuringia, AI-generated content has recently come under scrutiny after an AI scanner detected AI involvement in texts linked to the state's Prime Minister, Mario Voigt of the CDU. However, there was no clear disclosure of AI use in these speeches, drawing criticism from opposition figures like Katharina König-Preuß of the Left Party, who emphasized the need for politicians to set transparent examples regarding AI usage.

The Thuringian State Chancellery acknowledged that AI was partially used but did not clarify why this was not openly indicated. This lack of transparency has intensified calls for clear rules and guidelines on AI application in political contexts to ensure authenticity and maintain public trust.

In contrast, Saxony has proactively established guidelines governing AI use in state administration. Their regulations permit AI tools for research and document summarization purposes but require explicit disclosure whenever AI is involved, highlighting an emphasis on human oversight and ethical considerations.

Oliver Lembcke, a political scientist, voices broader concerns about the impact of AI in politics. He warns that increasing reliance on AI for political speechwriting risks a loss of authenticity and may contribute to a ‘Verdummung’ or intellectual dumbing down. Lembcke stresses that technology cannot replace the individual voice and personal touch essential in political communication.
