German Health Minister Proposes Four-Week Guarantee for Specialist Appointments

Niedersachsen's Health Minister Andreas Philippi has introduced plans to ensure patients can secure appointments with specialist doctors within four weeks, aiming to streamline patient management and reduce waiting times in Germany's healthcare system. Under this proposal, patients will initially visit their general practitioners who will then coordinate referrals to specialists, except in the cases of gynecologists and ophthalmologists, which are not included in the guarantee. This initiative forms part of the broader coalition agreement between the Union and SPD parties emphasizing a 'term guarantee' for specialist care.

Philippi highlighted that German patients visit doctors three to four times more often than their counterparts in Scandinavian countries such as Sweden or Denmark. To curb unnecessary visits, especially among chronically ill patients who are stable, he suggested enabling general practitioners to issue annual prescriptions instead of requiring quarterly visits. He also encouraged the adoption of digital tools and artificial intelligence (AI) in patient assessments to improve efficiency and alleviate the burden on healthcare facilities.

This proposal arrives alongside other healthcare reforms expected in 2026, such as increased statutory health insurance contribution rates and digitalization efforts in electronic patient records. While these broader changes target systemic improvements, Philippi's focus remains on reducing specialist waiting times and enhancing patient care quality through better management and innovation.
