Germany Accelerates Measures to Counter Growing Hybrid Warfare Threats

Germany is intensifying its efforts to bolster resilience against the escalating threat of hybrid warfare, particularly from Russia, which includes drone strikes and cyberattacks. Interior Minister Alexander Dobrindt described the situation as a "shadow war of the 21st century," underscoring the daily threats faced by the country. The recent attempted attack at Leipzig/Halle Airport exemplifies the increasing frequency and sophistication of hybrid attacks targeting Germany.

CIA Director John Ratcliffe’s recent visit to Moscow aimed at cautioning Russia against escalating hostilities toward NATO allies, reflecting the international dimension of these tensions. Meanwhile, German political leaders advocate expanding intelligence services' powers and enhancing defenses, particularly against drone threats, to strengthen national security.

During a coalition retreat in Münster, the CDU/CSU and SPD factions committed to making Germany more resilient by year-end. They plan a comprehensive approach that includes improving civil protection against drones and cyberattacks and reforming intelligence services to better combat extremist activities and foreign interference. The coalition also highlighted the strategic importance of the automotive industry, which supports 730,000 jobs directly and many more in associated sectors. Measures to support this industry include promoting free trade with partner countries and enabling technology-friendly transitions within the EU, such as adopting complementary technologies like plug-in hybrids alongside electric vehicles.

The coalition emphasized autonomous driving as a key future focus to secure Germany’s leadership in this technology area. Furthermore, stronger protections against Chinese imports through quicker anti-dumping and anti-subsidy enforcement are planned to safeguard German and European industries. Reducing dependencies on critical raw materials and products is also a priority to enhance economic and social resilience.

Analysts note a strategic shift in Russia’s military approach, viewing Germany as a critical hinterland in the conflict involving Ukraine. Contrary to expectations, Russian President Vladimir Putin is not significantly pressured and is likely to intensify the conflict. German experts argue for a firm European deterrence strategy that operates independently of U.S. support to counter ongoing hybrid warfare tactics effectively.
