Germany Elevates Security Threat Level Amid Clear Terror Attack Plans

Germany's Federal Interior Minister Alexander Dobrindt has raised the country's security threat level to high, citing clear and imminent plans for attacks targeting German infrastructure, individuals, and institutions. Speaking in an interview with 'Welt am Sonntag', Dobrindt warned that this heightened alert means that attacks could occur at any time within Germany. He emphasized that the intelligence situation and reporting have significantly increased, compelling this escalation of the threat assessment.

Dobrindt outlined that the threat involves not only domestic elements but also foreign powers, highlighting recent successful investigations that shed light on sabotage attempts against Berlin's power supply. In response to this evolving threat landscape, the federal government is proposing reforms to Germany's intelligence agencies, aiming to enhance their operational powers and international competitiveness. These reforms include granting intelligence services new authorities to disrupt and prevent attacks and espionage activities more effectively.

Among the proposed measures is the possibility for constitutional protection officers to conduct searches of residences during acute terror situations if police cannot intervene promptly. Additionally, intelligence agencies may have the capability to deliberately alter information to disrupt attack plans, a sensitive power that would be overseen by an Independent Supervisory Council to maintain the division between police and intelligence functions.

Dobrindt stressed the necessity of evolving the intelligence apparatus to confront this new security reality adequately. The combination of heightened threat perception, concrete intelligence on planned attacks, and proposed expansions of intelligence authority reflects a decisive governmental effort to strengthen Germany's counterterrorism capabilities.
