Germany's Bundestag Debates Reform of Mandatory Military Service Amid Divergent Views

The German Bundestag is currently engaged in an intense debate over reforming mandatory military service, with expert testimony and youth voices highlighting the legislative and societal divide. On November 11, 2025, during an expert hearing, Potsdam military historian Sönke Neitzel emphasized the Bundeswehr’s critical personnel shortage, arguing that the initially planned voluntary military service is inadequate. He advocated for the introduction of a selective conscription by summer 2027 to ensure sufficient forces to meet emerging threat scenarios. Similarly, André Wüstner, national chairman of the German Bundeswehr Association, stated that the current proposed legislation will not effectively resolve the Bundeswehr’s staffing problems.

Contrasting this, the German Federal Youth Council voiced strong opposition to mandatory conscription. Daniela Broda, chair of the association representing 29 German youth organizations, underscored that young people already contribute significantly to society without compulsory service.
