Rising Challenges for the Bundeswehr: Misconduct and Declining Military Service Willingness

The German Bundeswehr is currently confronting significant internal and public challenges, marked by issues of misconduct and a growing reluctance among youth to serve in the military.

General Inspector Carsten Breuer addressed serious concerns regarding sexualized violence, extremism, drug abuse, and discrimination within the military ranks during a closed Defense Committee meeting in the Bundestag. Breuer emphasized that any soldier who tolerates such behavior should not hold leadership positions, stressing the importance of safety and security within military units.

Alongside internal challenges, the Bundeswehr faces a decline in voluntary military service among young Germans. Since 2023, young people have been required to indicate their willingness to serve. The number of those refusing military service has risen sharply, especially after Russia's 2022 invasion of Ukraine. In 2021, only about 200 young people rejected service, but more have since opted out, reflecting fears of involvement in conflict. Despite this, the German government views Russia as a significant threat and plans to enlarge the Bundeswehr, hoping for increased voluntary enlistment.

These developments underscore a tense period for the Bundeswehr as it seeks to maintain discipline and expand its forces amid heightened geopolitical tensions and internal scrutiny.
