Security Fears Rise Over AfD Control of Germany's "Operationsplan Deutschland" After Sachsen-Anhalt Election

Following the Alternative für Deutschland's (AfD) unprecedented electoral success in Sachsen-Anhalt with 43.8% of the vote, significant concerns have emerged regarding the security and control of the secretive "Operationsplan Deutschland," a critical defense document. The plan, currently held jointly by all 16 state governments, outlines Germany's defense strategies and NATO troop movements. Bastian Ernst, head of the Reservistenverband and CDU member, warned that an AfD-led government poses a threat to national security, stating that sensitive information could "almost certainly flow to Russia." He proposed relocating the plan to the Federal Ministry of Defense to ensure restricted, centralized access.

Defense Minister Boris Pistorius has voiced support for reclaiming the Operationsplan amid fears that some state governments, especially under AfD influence, might not cooperate with federal defense logistics — a frank concern given the Kremlin's attempts to exploit internal German divisions related to Russia. CDU defense expert Roderich Kiesewetter emphasized that Russia's ambitions include destabilizing Germany's position as a reliable NATO logistics hub. The federal government is reportedly working on measures to counteract possible non-cooperation by state governments.

However, the initiative to centralize control faces constitutional hurdles, as emergency powers to override state authority would require a two-thirds Bundestag majority. This complicates efforts since Chancellor Friedrich Merz has ruled out considering assistance from parties like the AfD or The Left. Additionally, Rainer Robra, head of the Magdeburg State Chancellery, warned such actions might unintentionally strengthen the AfD's political position.

The dramatic electoral shift saw the CDU — which previously governed Sachsen-Anhalt — lose more than half its vote share, raising alarms about the potential of a pro-Russia party securing governance for the first time in Germany's history. Given the critical location of Sachsen-Anhalt along the Autobahn 2, which is vital for NATO troop movements, concerns about logistical hurdles under an AfD-controlled state government are pressing.
