Germany and Japan Strengthen Defense Cooperation Amid Global Security Shifts

Germany and Japan are deepening their defense partnership in response to evolving global security challenges, highlighted by recent ministerial talks in Japan. German Defense Minister Boris Pistorius's alternative flight route over the European Arctic, avoiding Russian airspace, symbolized the shifting geopolitical climate following Russia's invasion of Ukraine and China's growing influence in the Asia-Pacific region.

During their discussions at Japan's Yokosuka naval base, home to the U.S. Seventh Fleet, both countries emphasized their shared democratic values and commitment to international law and freedom of navigation. Japanese Defense Minister Koizumi said, "The significance of close collaboration is greater than ever," with Pistorius affirming the joint commitment despite the 9,000-kilometer distance.

Japan is moving away from its pacifist constitution, planning significant increases in defense spending and expanding military capabilities. Both countries acknowledged the interconnectedness of European and Indo-Pacific security but recognized limitations in direct military support due to geographic distance. Consequently, they are focusing on joint military exercises, logistical cooperation, and expanding arms manufacturing collaboration. Restrictions on Japanese arms exports have been loosened following the Ukraine conflict, facilitating this new phase of cooperation.

The two governments committed to continued strengthening of their partnership, with further meetings planned throughout 2026 to build on these developments.
