At a recent Ukraine summit, German Chancellor Friedrich Merz, alongside European leaders, endorsed a declaration pledging "robust security guarantees and support measures" for Ukraine amid ongoing Russian aggression. However, ambiguities persist about Germany's concrete commitments, particularly regarding contributions to a proposed multinational troop.

This multinational force, envisioned as a mechanism to secure a potential ceasefire and strengthen Western unity before serious peace negotiations with Russia, would support Ukrainian military operations and safeguard airspace and maritime domains, including within Ukraine itself.
