Rising AI Adoption in German HR: 14% of Companies Automate Job Reference Writing

Recent surveys by Bitkom reveal a growing trend in Germany where artificial intelligence (AI) is increasingly incorporated into human resources (HR) practices, particularly in automating the generation of job references. Currently, 14% of companies use AI-based systems to create work certificates, marking a rise in adoption since 2024. Furthermore, interest in such automation has surged, with 52% of companies expressing interest, up from 45% two years prior.

Beyond job references, AI usage in HR is expanding to several areas: 16% of companies employ AI for individual employee training, a slight increase from 12% in 2024, and 14% use AI in onboarding new hires. Additionally, AI tools are increasingly utilized for workload analysis (13% up from 6%) and automated responses to internal HR inquiries (13%). Performance evaluations also see AI involvement in 12% of companies.

Despite these advances, legal and regulatory challenges, particularly compliance with data protection laws and the EU AI Act, remain significant barriers to faster adoption. The AI Act's classification of certain HR AI applications as high-risk systems imposes stringent documentation and quality assurance demands, making companies cautious.

This growing integration of AI reflects HR professionals seeking efficiency in time-intensive administrative tasks while balancing compliance and data privacy concerns. As companies navigate these complexities, AI adoption in German HR is likely to continue evolving steadily but carefully.
