UN Expert Warns of Threats to Freedom of Expression in Germany

Irene Khan, a United Nations expert on freedom of expression, has raised serious concerns about the state of free speech in Germany. During a recent visit to Berlin, Leipzig, and Dresden, Khan observed that a significant number of individuals—including Jewish students, pro-Palestinian activists, women's rights advocates, journalists, academics, and artists—fear openly expressing their opinions.

Khan criticized the German authorities for their approach to these concerns, labeling it inconsistent with international human rights standards. She noted that measures such as increased protection for government officials from public criticism and blanket bans on certain activist slogans are undermining the democratic space. Furthermore, Khan pointed to the country's use of anti-terror laws potentially restricting the advocacy of Palestinian rights, which she believes diminishes meaningful democratic debate and fosters societal polarization.

The UN expert emphasized that the criminalization of speech and security-oriented policies are damaging to freedom of expression and the broader democratic process in Germany. She plans to submit a comprehensive report in June detailing her findings and recommendations following her visit.
