On October 27, 2025, a significant dialogue took place between about 40 business and political representatives at Bavaria's Forum Digitale Transformation, hosted by Minister President Dr. Markus Söder. The forum focused on bureaucratic reduction and the modernization of state administration through digital innovation. Dr. Karsten Wildberger, the first Federal Minister for Digitalization and State Modernization, highlighted the vital need for cooperative efforts among federal, state, and local governments alongside businesses to drive effective state modernization. He introduced a comprehensive agenda aimed at accelerating government efficiency and competitiveness by significantly cutting bureaucratic hurdles.

Wolfram Hatz, President of vbw – Vereinigung der Bayerischen Wirtschaft, underscored the heavy bureaucratic burden faced by companies and advocated for rapid, sustainable reforms. He proposed the adoption of a 'One in, two out' regulatory principle to maintain consistent reduction in bureaucracy while fulfilling necessary regulations. Dr. Söder reinforced Bavaria’s leadership role with more than 700 deregulation measures and five related laws already enacted, expressing concern over excessive EU regulations and calling for a "Freedom Act" to free Germany from stifling bureaucracy and preserve digital sovereignty.

Bavaria’s Economic Minister Hubert Aiwanger also supported accelerating the pace of procedures to enhance economic competitiveness, aligning with the federal initiative. The collaborative push for digital government services and reduced bureaucracy illustrates Bavaria’s ambition to set national standards for administrative modernization, aiming to create a more business-friendly environment and to secure the technological future of the state.
